Project Overview

Jhpiego is implementing a five-year Urban Health Activity in Kampala, Mukono and Wakiso with funding from the United States Agency for International Development (USAID). The Activity aims to strengthen urban health systems and improve equitable health outcomes among all urban dwellers by working with districts, municipalities, and the Kampala Capital City Authority to provide quality primary healthcare services. It also focuses on optimizing available resources and enhancing private sector capacity to ensure sustainable improvements in health outcomes and a more resilient urban healthcare system. The Activity will address poor quality of care, congestion in public health facilities, uncoordinated referral system, weak community and surveillance structures, limited private sector capacity, and gaps in enabling environment results in poor health outcomes. The project’s key expected results include the following: improved access to and use of quality, maternal, newborn and child health (MNCH), family planning/reproductive health (FP/RH), nutrition, and malaria services and improved disease outbreak response.   

 Purpose of position 

The Supply Chain and Logistics Advisor will provide technical leadership and direction for the development and implementation of innovative strategies to improve commodity security, inventory and warehouse management, transport and distribution of commodities within the Target Districts. S/he will work with GoU structures, supply chain partners and the Uganda Healthcare Federation to strengthen adoption and use of the electronic Logistics Management Information Systems (eLMIS) in public and private facilities. S/he will support forecasting, quantification, procurement planning, storage and transportation, distribution for public and private health facilities. The Advisor will support logistics system performance monitoring in both the public and private sector.

Responsibilities

  • Lead planning for supply chain and logistics requirements within the Target Districts 
  • Strengthen use of the eLMIS in the Target Districts 
  • Support forecasting, quantification, ordering and  procurement of Essential Medicines and Health Supplies within the Target Districts 
  • Support transport, distribution and redistribution of Essential Medicines and Health Supplies within the Target Districts 
  • Support inventory management and reporting  
  • Provide technical assistance to Medicine Management Supervisors and facilities to ensure functioning and use of digital stock management tools including the real-time stock status monitoring dashboard (RASS), the NMS+ enterprise resource planning system and others. 
  • Contribute to the scale up of appropriate interventions of inventory control and distribution systems including to CBOs and local partners. 
  • Strengthen district and facility capacity to increase availability and reporting of community-level RMNCAH, malaria, nutrition, IPC/WASH commodities and supplies. 
  • Provide technical assistance towards implementation research in supply chain management and logistics.   
  • Plan, organize and conduct mentorships on supply chain and logistics management in Target Districts.  
  • Maintain diplomatic and high-quality interactions and clear and consistent communications internally and with partners.  
  • Coordinate with the national one warehouse system for commodity security in Target districts 

Required Qualifications

  • A master’s degree in supply chain management, business management, public health, pharmacy or a related field. 
  • Chartered Institute of Procurement and Supplies certification an added advantage.  
  • Minimum eight (8) years’ experience in commodity security, supply chain management and health care logistics systems development and strengthening.  
  • Previous experience in supply chain management in urban settings is required 
  • Demonstrated expertise in forecasting and quantification, procurement management systems, storage and distribution, governance for supply chain management.   
  • Experience in adopting leading practices, designing and implementing eLMIS platforms is required. 
  • Experience with working with the national one warehouse system 
  • Strong understanding of Uganda’s Public and Private sector supply chain and logistics processes and systems is essential 
  • High level interpersonal skills with demonstrated ability to effectively collaborate with a broad range of public and private sector stakeholders. 
  • Strong data analysis and reporting skills  
  • Knowledge of USG-funded program management, policies, regulations, and procedures in supply chain and logistics
