ABOUT THE OPPORTUNITY
Internews Networks is seeking a Subgrants Manager position for an anticipated USAID-funded media project in Uganda. The Subgrants Manager will manage the subgrants and compliance aspects of the project by ensuring that reports are properly reconciled and up to date and that the respective subgrants, procurement, and internal control processes meet the requirements of both the funders and Internews. They will maintain the subgrantees’ accounting records, maintain a subgrant tracker, provide financial analysis and other key management reports, and provide assistance with budget preparation, reviewing procurement supporting documentation, and conducting periodic compliance reviews.

DAY-TO-DAY TASKS will include:
- Support the Chief of Party in coordinating and monitoring the implementation of donor-funded projects and programs.
- Manage subgrant transactions effectively and efficiently to ensure accurate and timely reporting.
- Coordinate subgrant start-up processes with Subgrantees to ensure smooth project start-up.
- Conduct pre-award financial risk assessments, determine training needs, and provide capacity building support to subgrantees.
- Serve as primary contact for local subgrantees and subcontractors on administrative matters, ensuring inquiries are addressed promptly to foster and maintain a positive relationship between subgrantees and Internews.
- Maintain a transparent and auditable filing system for grant-related paperwork.
- Train local partners on the purpose, policies, and procedures for grants.
- Maintain a tracker to monitor all subgrants, subcontracts, and grant-related activities.
- Establish grant tracking mechanisms to effectively monitor activities, evaluate progress, and determine appropriate next steps for further action as needed.
- Collaborate closely with the program department to support grant implementation, coordination, and management.
- Assist subgrantee staff in preparing reports for updates and approvals before submission to the Finance unit for processing.
- Ensure monthly subgrant reports are submitted accurate, concise, and submitted in a timely manner (monthly, quarterly, interim, or final reports).
- Prepare subgrant agreement modifications as needed.
- Ensure compliance with Internews’ and the donor’s financial policies and procedures, addressing any non-compliance issues swiftly and efficiently.
- Provide capacity-building to ensure grants are managed in compliance with donor requirements
- Lead start-up and close-out workshops to ensure project staff understand contractual obligations and donor compliance requirements.
- Conduct activities to ensure donor compliance, including providing audit support, performing on-site verification, and assessing data quality through field visits.
- Develop compliance monitoring systems; and produce compliance reports.
- Perform compliance checks in line with the Procurement Manual and donor requirements.
- Track and report key functional metrics to reduce expenses and improve effectiveness.
- Manage spending and foster a culture of long-term cost savings in procurement.
- Perform any additional duties as assigned by the Chief of Party.

QUALIFICATIONS WE’RE LOOKING FOR:
Required
- University degree in accounting, finance, business, or a closely related field OR equivalent lived/professional experience.
- Minimum five years of experience working in project and/or grant management and proposal or business development/design.
- Experience in developing and interpreting donor budgets.
- Knowledge of development issues, trends, challenges, opportunities, and implications to the community.
- Proven ability to develop and write grant proposals and concepts, and a track record of winning proposals.
- Proven ability to work collaboratively in a multidisciplinary team environment.
- Good communicator with strong organizational, time management, and analytical skills.
- Excellent interpersonal, cultural, and diplomatic skills.
- Strong writing and editing skills with close attention to detail.
- Ability to juggle competing priorities, meet demanding deadlines, and work under pressure.
- Experience using Office applications, especially Excel.
Preferred

- Master’s Degree in a related field preferred.
