Overview
Jhpiego is implementing a five-year Urban Health Activity in Kampala, Mukono and Wakiso with funding from the United States Agency for International Development (USAID). The Activity aims to strengthen urban health systems and improve equitable health outcomes among all urban dwellers by working with districts, municipalities, and the Kampala Capital City Authority to provide quality primary healthcare services. It also focuses on optimizing available resources and enhancing private sector capacity to ensure sustainable improvements in health outcomes and a more resilient urban healthcare system. The Activity will address poor quality of care, congestion in public health facilities, uncoordinated referral system, weak community and surveillance structures, limited private sector capacity, and gaps in enabling environment results in poor health outcomes. The project’s key expected results include the following: improved access to and use of quality, maternal, newborn and child health (MNCH), family planning/reproductive health (FP/RH), nutrition, and malaria services and improved disease outbreak response.
Purpose of Position
The Nutrition & Water, Sanitation and Hygiene (WASH) Advisor will provide technical leadership, oversight and strategic direction towards the implementation of strategies and activities that will lead to improved access to quality Nutrition and WASH services in the Target Districts across the public and private health sector. The Nutrition & WASH Advisor will lead the design and implementation of nutrition-related facility and community based programming, health system strengthening activities and improve multi-sectoral coordination, collaboration and planning. S/he will strengthen implementation of IPC/WASH strategies, ensuring their integration across all program interventions. S/he is responsible for the implementation of quality improvement and service integration approaches the greater RMNCAH services in the Target Districts.

Responsibilities
- Provide expert guidance on the integration of evidence based nutrition, and WASH strategies into all program activities
- Offer technical assistance and capacity building to district nutrition and WASH coordination structures and community stakeholders to strengthen local capacity in nutrition and WASH
- Ensure use of quality improvement methodologies to identify root causes of performance gaps, design and implement corrective actions for nutrition and WASH services.
- Work with Ministry of Health and Target Districts to develop/review policies, tools and strategies to improve access to nutrition and WASH services.
- Support implementation of the Nutrition Strategy and Strategy for improved Water and Sanitation within the Target Districts.
- Collaborate with Target Districts, private sector and community organizations to align nutrition and WASH interventions with policy priorities
- Build capacity of facility- and community-level service provider teams to deliver high-impact interventions across the life cycle, with emphasis on integration of nutrition services into routine service delivery platforms at facility and community levels
- Develop, support and maintain a pool of district and regional coaches who will support the health facility improvement teams to improve the quality of care for nutrition and WASH services.
- Coordinate with the MOH and other partners to ensure consistent supply of nutrition and WASH for supported health facilities in the project area.
- Contribute to program/project design, implementation, learning, reporting and monitoring and evaluation through active collaboration with project teams and GoU structures at national, regional and district levels.
Required Qualifications
- Master’s degree in public health, Human Nutrition or related field. A clinical background and training in quality improvement is required
- Minimum eight (8) years of work experience in implementing nutrition and WASH programs in Uganda
- Demonstrated knowledge of using quality improvement approaches as well as service integration
- Demonstrated in-depth understanding of integrating WASH and nutrition approaches into public and private health care delivery points
- Demonstrated ability to create and maintain effective working relations with Ministry of Health, regional and district officials, and other implementing partners.
- Deep knowledge of the landscape for nutrition and WASH programming in Uganda, including related key GoU and USAID priorities
- Demonstrated experience in capacity building to health care workers at facility and community level
- Skilled in strengthening service delivery, in-service training, and project management
- Demonstrated leadership, management, coordination, teamwork, and planning skills, with proven ability to liaise effectively and collaborate with diverse stakeholders, including global, regional, national, local, public and private partners.
