OVERVIEW

URC is seeking a talented and dynamic professional to provide technical leadership to a project funded as part of the US Department of Defense HIV/AIDS Program (DHAPP) in Uganda. The project will  work with the Ministry of Health, and other stakeholders to provide technical assistance for scaling up provision and access to comprehensive, integrated and decentralized HIV and sexual health services. The overall goal of the project is to support Government of Uganda to reduce the number of new HIV infections and other STIs among members of the UPDF, their families, and the civilian communities served by the UPDF health services. The project will directly support the UPDF to aggressively scale-up the military ART program to achieve the UNAIDS 95- 95-95 goal to ensure 95 % of the population knows their HIV status, 95% of HIV positives are on ART and 95% of those reach viral suppression. The project will focus on the following areas: 1) HIV/AIDS Care and Treatment, 2) HIV Testing Services (HTS), 3) HIV Clinical Monitoring Systems, 4) HIV prevention interventions, and 5) capacity building for the UPDF and local institutions.

RESPONSIBILITIES

The Director of Finance & Administration is responsible for overall financial management, compliance, grants administration, human resources and operations oversight. S/he is responsible for ensuring that DOD requirements for budget planning, monitoring, and reporting are fully met in a timely manner, and the establishment and management of financial, operational and administrative systems that support the project. S/he is also responsible for donor compliance, mainly for finance and operations. S/he will be ultimately responsible for running smooth, efficient, and compliant project operations. S/he reports directly to the Project Director and will be a member of the project’s Senior Management Team (SMT).

Specific responsibilities include the following:

Leadership and Management:

  • Provide strategic leadership oversight to the Division/Brigade level teams, aligning technical approaches  with program activities, and communicating technical strategies to military leadership, regional staff and stakeholders;
  • Serve as main liaison with military leadership, HIV committees and military personnel.
  • Under the guidance of the Project Director, leads the  development  and facilitation of the project  strategic documents;
  • Provide technical assistance to develop project documents such as annual workplan, PMP, progress reports etc.
  • Lead project training for UPDF personnel.
  • Ensure high quality standards of clinical and technical assistance and provide exceptional technical implementation of facility and community interventions.
  • Expand access to VMMC, provider-initiated HTS, prevention of mother to child transmission of HIV, TB, and HIV care and treatment services to increase access to comprehensive and integrated clinical HIV services.
  • Ensure a seamless HIV continuum of care, leading the development of intra & inter facility, and community linkages strategies.
  • Oversee the projects’ technical assistance through coordination and supervision of seconded Program Officers and Data Officers  and fostering teamwork.
  • Work closely with the Strategic Information team to produce synthesized data, technical and program reports as well as other necessary reports as needed;
  • Lead quarterly review meetings for experience sharing and feedback on project performance;
  • Contribute to documentation of program experiences as  well  as enhanced knowledge sharing  to internal and external audiences;
  • Ensure that all project staff provide quality reports of their activities that can be collated into the monthly technical report to share with the Project Director.
  • Provide regular updates to the Project Director on project performance, including challenges;
  • Participate in various time-bound and standing internal technical/programmatic working groups as assigned.

Financial:

  • Oversee the timely review, approval and submission of all internal financial reporting requirements, including monthly field reports, invoicing etc.
  • Direct the timely and accurate preparation and approval of all donor financial reports in respect to accounting, legal and contractual requirements;
  • Establish and maintain professional banking relations; plan and monitor cash needs ensuring cash flow requirements of the project are met for smooth implementation of project activities.
  • Provide the project management team with monthly financial reports including overall project budget status. (Budget tracker), work plan budgets status and ensuring potential issues are identified and addressed;
  • Work closely with senior management to develop and monitor annual work plan budgets, operating budgets and budget updates;
  • Perform final financial reviews of budgets prior to approval and submission.
  • Perform internal audits and reviews, as required, to ensure compliance with company standards, donor requirements, and internationally accepted accounting practices.

Sub-award Management Oversight:

  • Ensure adequate sub-award development processes, monitoring and management systems are in place to ensure effective and timely issuance, reporting and oversight of all sub-awards.
  • Monitor the effective oversight and support to recipients of sub-awards by the project to ensure consistent. compliance with the terms of their agreements including financial management and compliance with donor. regulations.
  • Monitor the timely submission of accurate financial and activity reporting by sub-award recipients.
  • Provide capacity building support to sub-grantees in sub-award management to be compliant with donor rules and regulations

QUALIFICATIONS

Required Experience and Qualifications 

  • MBA or master’s degree in management, finance or related field
  • At least 10 years of relevant technical experience managing regulatory, contractual, legal, and financial. compliance requirements associated with USG funding including in-depth knowledge of USAID financial management rules and regulations experience.
  • Diverse background in operations, with strong understanding of finance, administration, supply chain, human resources, information communication technology (ICT), and project management processes.
  • Significant experience in financial monitoring, budget systems, and internal controls. Experience managing and monitoring sub-awards, including international and local partners. Excellent oral and written communication skills.
  • Fluency English required.
  • Demonstrated strong analytical, interpersonal, and multi-tasking skills.
  • Excellent leadership skills and demonstrated ability to manage and work effectively in team situations. Proven ability to prepare budgets, contract/sub-contracts, and donor financial reports.
