GENERAL FUNCTION

The Data Manager reports directly to the Research, Monitoring and Evaluation (RME) Manager and has a key role in gathering, organizing, validating, and analyzing project data. This includes data related to monitoring and evaluation, financials, and administration across the FoE program, which is a medium-sized, multi-country, and multi-project initiative. The program’s complexity arises not from the data volume but from the diverse data sets and sources that require consolidation.

This role would suit someone who has experience with data analysis, and – critically – has experience building the systems which support this data analysis. As such, the Data Manager will lead on key elements of FoE programme’s systems, data management and processes including: administering, maintaining and developing a partner database (this contains key information about partners); partner digital analytics integration (with MVA or other platform) and analysis; annual partner survey technical design and deployment; integration of financial tracking and partner database; and other initiatives as required.

Alongside reporting into the RME Manager, the Data Manager will work in close collaboration with FoE Project Managers, the Sub-grants Coordinator/s, and the Head of Programme in designing and administrating data systems and process, and ensuring the system is aligned with program Logframe (KPIs) and reporting requirements (to external donors). The Data Manager also contributes to Internews knowledge management and improvement of Internews’ systems such as ProgramSource (Internews monitoring and evaluation, and Partner database) and good practices and participates in building Internews’ credibility towards its funders.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following, with other duties upon request:

As the Data Manager on the FoE programme, you will work with the RME Manager to carry out the following:

·       Understanding and mapping out programme requirements. This will involve designing effective system and processes aligned with FoE programme requirements to support project management, including monitoring and evaluation.

·       Collecting, cleaning and pre-processing data from various sources. Working in close collaboration with Project Managers, operational staff and the RME Manager, the post holder will support in the design of various tools to collect relevant data in such a way that it can be leveraged at the project and programme level. This may include tools for data collection for small (e.g. one-off events/trainings) and large (annual partner survey, partner audience analytics aggregation, partner capacity assessments) initiatives. Mechanisms for data collection could include via platforms such as Microsoft forms, Google forms and Kobo Toolbox.

·       Working closely with cross-functional teams and leveraging your expertise in Power BI to create compelling visualisations and reports. Visualisations and aggregation should support the programme team to manage projects more effectively and gaining insights into the data. This will include systems which allow tracking of programme and project KPIs (logframes).

·       Designing, optimizing, and developing Power BI reports and dashboards to meet programme needs and requirements. In all this work, the post holder will be guided by and feed into the on-going evolution of FoE programme’s various and evolving theories of change and strategy.

·       Working closely with stakeholders to gather and understand data requirements, ensuring data accuracy, consistency and security. Data collected will come from a wide range of sources, including data from more than 50 partner organisations. This data may have errors and will need review and cleaning before aggregation. Where possible data collection will be automatized through direct connection/ exports from key platforms, which could include Internews’ MVA (a Power BI based platform). The FoE programme works with sensitive data. You will design and maintain systems which ensure all data is securely stored and disseminated.

·       Work closely with the Impact and Learning team to understand and manage FoE programme’s data in Internews’ M&E & partner database “ProgramSource” (a salesforce based platform). This will include cleaning, validating and integrating FoE programme’s ProgramSource data to other FoE programme data sets for analysis and supporting with data visualization possible in the platform (Power BI-based).

·       Support with reporting and regular programmatic reviews. This will include building systems which allow teams to track and understand data and progress on their projects. This will also include providing relevant inputs for quarterly, annual and final reports.

·       Staying up to date with the latest Power BI and best practices to excel in this role.

·       Supports and assist RME manager to track, manage & report all projects data related to M&E

QUALIFICATIONS

·       University degree in data science, statistics, computer science, information management, or a related field; a master’s degree is a plus

·       Minimum 3 years’ relevant prior experience

·       Experience with survey design tools and platforms such as Kobo toolbox, Microsoft forms, and Google forms.

·       Prior experience in data analysis, data management, or a similar role, ideally within a multi-country program, including integrating financial and non-financial data sources.

·       At least 3 years proven experience as a Power BI Developer or a similar role, including DAX, data modelling and custom visuals.

·       Superior analytical skills; demonstrated track record in designing systems/processes which streamline work for project managers and partners on the ground but surface important insights into program delivery and effectiveness

·       Proficiency in written and verbal English

·       Technical proficiency, including familiarity with Excel Power query tools, Other Microsoft tools suite including functions such as Power Automate and Microsoft Flows, and Kobo ODK.  

·       Excellent interpersonal skills including diplomacy, tact, the ability to build strong relationships outside of one’s own department, handle confidential information with discretion, and communicate technical information to a general audience, etc.

·       Excellent time management and organisational skills; ability to effectively manage a dynamic workload and shifting priorities.

·       Proven ability to operate in a multicultural and remote work environment.

·       Proven ability to work both independently and collaboratively.

Preferred

·       Proficient in the use of SQL and Python.

·       Experience using APIs to connect platforms and automatise data collection.

·       Previous experience with audience analytics, project cycle management, monitoring and evaluation, or willingness to learn.

·       Proficiency in language/s other than English, particularly regional languages (Arabic, Russian, Persian, Turkish, etc.).

·       Prior experience working for an international non-profit or in the international development sector.

·       Prior experience living/working in different international settings

·       Prior project management experience.

·       Experience with unique aspects of the project’s operating environment.

·       Prior experience in areas closely related to the job’s functional area. 

·       Previous experience managing / working on public donor funded programs.
